Wednesday, May 6, 2009 at 3:57 PM Tweeters has rose up from the ashes and is better then ever!!! Had dinner at Tweeters Monday night and it was AWESOME. Most of the same orginal menu items with a lot of new items. Main dining room is a little bigger, and the brand new is bar great with seating for maybe 12 - 18 now. Will even have more seating when the banquet room is open that is behind the bar. Only thing I will miss is the out side bar, but new is good and the change will be for the better for everyone's dining. Can't wait to get back and have the best Oscar Oscar & Boston Browns that I've ever had!!!! Kuduo's to all the new staff at Tweeter's for making ultimate lakes icon return better then ever!!! |

Wednesday, May 13, 2009 at 9:55 PM It is time for the citizens of Dickinson County to get involved in the Lower Gar spillway issue. The Okoboji Protective Association, along with a select few West Lake residence and the Dickinson County Board of Supervisors, are trying to ram their plan to replace the culverts currently making up the spillway with a bridge for flood control of West Lake. This group of people continually pits West Lake against the rest of our chain of lakes by addressing it in the fashion they do. This is the Okoboji Lakes system all tied together, and whatever you do to one lake affects the others. What they are proposing will lower the water level to the spillway height by at least 30 days or more. This figures to around June 15th or sooner based on historical data. This will affect people in the Harbor and the canals, both which are on West Lake, as well as any area on any one of our Okoboji great lakes that experiences problems in low water level times every year. While I agree there needs to be something done to prevent another flood like1993, there are other options that have been presented that will effectively give the lakes area flood prevention while preserving our water quality of all of the lakes. I believe water quality should be the number one concern for our area. According to the Okoboji Protective Associations web site, their first goal states, “To protect and monitor water quality, including the threat of invasive species”. With what’s being proposed, they and the Board of Supervisors absolutely do not have water quality in mind, only water drainage to appease a small group of people. Tourism is how many of you make your living in this area, and if you are one of them you need to get involve in this now. And if you are a tourist and read this, we need to hear your voices also so you can continue to enjoy these beautiful lakes. The Board of Supervisors members are elected officials and are supposed to represent all of those residents who elected them, not just certain ones. What they are proposing is wrong and will have long-term irreversible affects on our lakes. It is time that everyone gets educated in what’s going on and step up to let your voice be heard. These are our lakes, the Okoboji Iowa lakes, and if we don’t get involved today and allow the Board of Supervisors and the Protective Association move ahead with their plan, we will all be sitting here with very low water areas in June, possibly elimination fish and plant species in areas, and wonder what happened and why. Then it will be TOO LATE! Call your County Supervisor and ask questions today! |

Thursday, May 14, 2009 at 3:14 PM The comments made by “get involved” have so many untruths that it is difficult to know where to start. First, there is no lower gar spillway. The spillway is in Orleans between East Okoboji and Big Spirit Lake. At the bottom of Lower Gar Lake there is 230th Avenue (a county road) and the DNR dam (Weir). By DNR rule that dam is to control the lake level of East Okoboji, West Okoboji, Minnewashta, Lower Gar and Upper Gar. The problem is the county road is blocking the natural flow of water in violation of Iowa law. In 1997 and again in 1999 the DNR asked the Corps of Engineers to study the Iowa Great Lakes to determine what actions need to be taken to prevent another flood like 1993. The Corps of Engineers conclusion was that something needed to be done with 230th Avenue to stop the county road from blocking the natural flow of water out of the Okoboji chain of lakes. The Corps of Engineers report provided four options. 1) remove 230th Avenue, 2) install a 110-foot bridge, 3) install six culverts, or 4) install four culverts. Dickinson County selected the least intrusive COE recommendation to install three additional culverts (total of four). We need to have a rational discussion about Lower Gar based on the facts. The claim that following one of the Corps of Engineers recommendations could mean “possibly elimination fish and plant species” is hokum. If you would like to know more Lower Gar facts check out the county website at www.co.dickinson.ia.us/departments/Mardi/lowergar.asp The Okoboji Protective Association has a 104-year history of protecting West Okoboji and the Iowa Great Lakes Watershed. The OPA is asking Dickinson County to follow one of the four Corps of Engineers recommendations and stop blocking the natural flow of water under 230th Avenue. It should be clear that dams across navigable waterways should not be allowed without a DNR and COE permit. |

It's hard for you to know where to start because you continue to twist things around to make it sound like you are trying to do the right thing for the lakes area. The fact is that putting in a bridge will lower the lake level to the wier height by at least June 15th or sooner. The historical water level data can be found on the Iowa Great Lakes Water Safety Council site but the OPA doesn't seem to want to look at those facts. The fact is the water will quit runing ove the wier in June creating blue algea and devestating our water quality in the low areas of all of our Okoboji lakes not to mention not being able to get boats out of the hoists in July. The fact is you don't know what kind of ecoligical impact this would have on our lakes such as fish or plants. What if you are wrong and it does elliminate a species? You can't reverse that. There are other options than a bridge to control the water levels. All you want to do is drain the Eastern lakes for the benefit of West Lake. You are right about the OPA's history with "West Lake". You could care less about the rest of the chain of the Okoboji lakes including the overall water quality, nor do you care about tourism in this area and the people who make their living from it. We all have the right to enjoy all of the lakes and to protect them ALL. The OPA is trying to push people around for the benefit of West Lake. Again, everyone needs to ask questons and get involved before it's too late and not let the wrong thing happen. CALL YOUR SUPERVISORS!!!!!! |

Thursday, May 14, 2009 at 8:32 PM Spillway or weir...who cares what you call it. It serves the same function. And besides the report you continue to quote calls it a spillway in several places. You say that 230th ave is blocking a navagatable waterway? So putting up a bridge will allow us to navigate an additional 230 feet in three feet of water. That is a good use of taxpayer money. Here are some additional facts from the report. The report states another way to increase current flow capacity is to improve the end section of the existing box culvert with an extension. This will improve flow by fifteen percent. Anti vortex plates on the current round culverts will also increase the flow. We keep hearing about the four solutions from the report. However, there were more suggested. The public has suggested other alternatives in the meetings. Many of those ideas might have merit. It's been suggested further study needs to be taken about bigger culverts with stop logs to control the lake level. Or stagging culverts at different levels. The are more than four alternativees. The reports being quoted are ten and twelve years old. Maybe the hydrologists today have better tools and have ten more years of knowledge they can bring to the table to explore an alternative that can insure we do the right thing for all of the Iowa Great Lakes. If the outlet capacity is increased at the Lower Gar outlet, the report states that "the effect of higher releases on downstream structures needs to be considered." No mention of this fact has ever come out of any of the meeting. What kind of downstream flooding could occur? Who's responsibility will this be? What's the solution going to cost the taxpayers? The report states, "the three year period from 1991 through 1993 was the wettest period on record." "Prior to 1993 neither Spirit Lake or the Okoboji chain had ever had been more than 2.3 feet above the weir. The supervisors have tried to scare people by saying it could have been us last year refering to the floods in Eastern Iowa. The topology and watersheds of Eastern Iowa is completely differnt than the Okopboji watershed. So stop the scare tactics. Bottomline is there needs to be more thoughtful consideration to other ideas. Get involved. Call your supervisor. |

Thursday, May 14, 2009 at 10:25 PM The term “navigable waterway” is used to define a waterway that the Corps of Engineers has jurisdiction. The Corps of Engineers has jurisdiction over the Okoboji chain of lakes that includes Lower Gar Lake. The additional 230-feet is not the point. Yes, the 1997 Corps of Engineers mentions end sections and antivortex plates, but these are small incremental improvements that come after one of the main four improvements. You state there are more than four main improvements in the 1997 Corps of Engineers report. Would you state what they are? Alternative solutions have been suggested at the many public meetings about the Lower Gar road blocking the natural flow of water. Each alternative has its own set of advantages and disadvantages. If there were a really good alternative, it would have been adopted years ago. One major problem is that many of the alternatives continue to have the county road act like a dam that is against Iowa Law. The adjustable dam height (stop logs) has been suggested at several Lower Gar meetings. The problem is who will decide when to adjust the dam height? Neither the DNR nor the Board of Supervisors wants the responsibility. The subject of downstream flooding was addressed by the 70-page 1999 Corps of Engineer report. You might read that report for a detailed analysis of the downstream issues. It is available from the county’s website. A quote from the 1999 COE report – Page 37 – Summary – Bullet 5 “The analyses determined that flood peaks from the Lower Gar outlet channel and the Little Sioux River are not coincident. Peak flows from the chain of lakes and the Lower Gar outlet channel are generally later than Little Sioux River peaks. Therefore, the impacts of peak discharge increase on the Little Sioux River are overstated.” The Lower Gar road blocking the natural flow of water has been discussed since 1993. It is now time to follow one of the 1997 Corps of Engineers recommendations. |

Friday, May 15, 2009 at 7:15 AM The report talks about extending the culvert end and using vortex plates to increase flow without mention of any other changes and that would increase flow. That is an example of additional ideas in the report. Plus others have also put forth ideas that merit consideration. We need to get the the experts - the hydrologists - involved, instead of the "knowologists." You continue to bring up the law as an issue. Laws can change to adapt to the current situation. What's in the best interest for the entire Iowa Great Lakes is at stake - not a law. You continue to ignore the other proababilities and statistics in the report about potential flooding to push your agenda. 1991 - 1993 was the most wet period in the history of Iowa. Look at the periods around 1957 - 1959 or 1989. How high were the lake levels then? They were 15-25 inches below the weir. No one is advocating ignoring the flood potential. There are however two sides to the issue. We have many, many, more periods of "normal" weather than we do "abnormal" weather. The lake level goes up 10-12 inches by late Spring and goes down below the weir by the end of August. This year is starting out below normal. Increasing the flow in the lakes and lowering the lake levels earlier than they are today will in most normal weather conditions create lower lake levels early in the Summer. This can create dangerous water levels by exposing rocks, sandbars, and other structure that aren't normally a problem at normal water levels. Tourists unfamiliar with the lakes, and even residents, would be at risk boating. Extended periods of low water like that experienced in the late 50's would have a serious impact on tourism. High water levels as well as low water levels can have an inpact on tourism. The outlet flow is not just a high water issue. Let's discuss what's right for the lakes and take the personal agendas off the table. People need to get involved in the discussion. People need to attend meetings and ask tough questions. People need to demend that real experts vett all the alternatives to maintain a lake level now and in the future that will sustain a great tourism industry. People need to call their Supervisor and voice their concerns. |

So, I guess you are saying that they don't know what they are doing? And you are saying that you are more knowlageable in these matters than either the DNR or teh Core? You should get a job with them then because I'm sure they could use someone of with you knowlege. Why don't you take that up with them instead of trying to bully the Dickinson County tax payers. Why hasn't the Core told the county to do anything specifically? The have made suggestions for solutions that are not all inclusive, and the report clearly states in the beginning that they used "models" and "formulas" to come to their hypothetical conclusions. State the real facts and the whole truth and quit trying to muddy the isssues with your half truths. Again, citizens stant up and get involved. CALL YOUR SUPERVISOR AND ATTEND THE MEETINGS!!!! |

The DNR dam is the structure that by law controls the level of the Okoboji chain of lakes. It should not be the county road. The Okoboji Protective Association is very aware of the water levels that are presented on the Water Safety Council website – The OPA helped place them there. We are all part of the Iowa Great Lakes Watershed. The recently completed Iowa Great Lakes Watershed Assessment underscores that point. A copy is available at the Clean Water Alliance website http://cleanwateralliance.net/blog The ecological health of Lower Gar Lake is well documented in the 2002 DNR report Total Maximum Dailey Load for Turbidity Lower Gar Lake. This report is available on the Dickinson County website www.co.dickinson.ia.us/departments/Mardi/lowergar.asp The DNR TMDL report states that the source of the algae in Lower Gar is the result of phosphorus that is already on the lake bottom and phosphorus that flows into Lower Gar from the large Lower Gar watershed. If you want to reduce algae in Lower Gar, that is best accomplished by reducing the phosphorus flowing into the lake. I am sorry you find it necessary to try and pit one lake against another. That does not help the Iowa Great Lakes. The personalized attacks might be an indication the facts on your side of the argument are weak. I think you will find it difficult to find another non-government organization in the Iowa Great Lakes area that has done more for water quality than the Okoboji Protective Association. |

DNR rule 455B.275 PROHIBITED ACTS state “A person shall not permit, erect, use, or maintain a structure, dam, obstruction, deposit, or excavation in or on a floodway or flood plains, which will adversely affect the efficiency of or unduly restrict the capacity of the floodway, or adversely affect the control, development, protection, allocation, or utilization of the water resources of the state, and the same are declared to be public nuisances…….” Are you suggesting that Dickinson County or the City of Milford ignore the law? Would you suggest that anyone that feels they want more water could install a dam at any location that pleases their personal interests? Yes, the lakes have had drier years and wetter years. The resulting lake levels are something that happens on natural lakes. You might have heard about “global climate change”. As a result most meteorologists are predicting more frequent and heavier rains. The prudent course is to accept the Corps of Engineers recommendations to prevent flooding to the Iowa Great Lakes. You suggest we listen to the experts. We have the 1997 and 1999 Corps of Engineer reports that address flooding potential to the Iowa Great Lakes. Why not accept what the COE experts have said in their detailed 200 pages of flooding concerns to our lakes? |

Tuesday, May 19, 2009 at 1:45 PM The IA code you refer too, 455B.275, also goes on to state that, "any person shall file a written application with the department if the person desires to do any of the following: 1. Erect, construct, use, or maintain a structure, dam, obstruction, depist, or excavation in or on any floodway or flood plain. The department, after invetigation, shall approve or deny the application imposing conditions and terms prescribed by the department." So the DNR has the capability of approving something other than the bridge the OPA is pushing. They can approve a control system that helps prevent floods but doesn't drain the lakes faster to provide a lake level everyone can enjoy. Please present all the facts next time - not just those facts that make your point. EVERYONE should attend the meeting with DNR and Corp of Engineers. It's scheduled for Wednesday at 7:00pm at the Pearson Lakes Art Center. Another meeting is scheduled between the Milford City Council and the Supervisors, Thursday at 7:00 at the Milford City Hall. |

Friday, May 22, 2009 at 3:58 PM SCHOOL FOUNDATION PLANS FUNDRAISER The Graettinger-Terril School Foundation fundraiser is now underway. This year to raise funds the Foundation decided to sell raffle tickets. There will be 300 tickets sold at a price of $100 each. On Saturday, June 6th a drawing will be held at the American Legion in Graettinger and the following prizes will be given away. 1 @ $7,500.00 1 @ $1,000.00 3@ $ 500.00 Along with the drawing there will be a meal served from 6:00-8:00 p.m. by the football team. Proceeds from the supper will go toward new jerseys. The menu for the evening will be Pork/Turkey/Hash browns and a bar. Following will be a dance from 8:00-12:00 p.m. music is by the Scott Larsen Band. Proceeds from this program will go toward: *A Scholarship Program for Graettinger Terril Graduates. Each graduate will receive a $300 scholarship if they go on to pursue post-secondary education. This can be either a 4-year or a 2-year program. The student must present their class schedule as a proof of enrollment to receive the scholarship. *Assist in funding the PSEO (Post Secondary Education Opportunity) program at Graettinger -Terril High School. This program was started four years ago to bring more rigor to the educational system, allow students a more diverse selection of upper level classes, and hopefully better prepare students for their college experience. The program allows students to take college level courses at the Iowa Lakes Community College Emmetsburg Campus, or to take college level courses on-line. The classes are dual credit classes, they count for both high school credits and college credits and they are able to transfer these credits to any other college, or secondary institution. The success of the program has been excellent. The last two years, every graduate has taken at least one college level course, and some are leaving high school with 30 plus college credits, all at no cost to the student or parents. I hope those of you who are lucky enough to live in this beautiful area year around or all summer know what you have there!! We lover it and I can't wait to get back in a couple of weeks. I would take a day in Boji over a week in Hawaii anytime!! What's up with Boat Works? Why can they only serve alcohol on the Fish House? Anyway ~ we had a great girl's weekend and ENJOY!!! |

Friday, May 29, 2009 at 12:45 PM We spend a lot of time up at the lakes in the summer time, and use a dial-up internet provider to stay connected. However, our current dial-up provider apparently dropped their Spirit Lake access number...so now we need to switch. We'd prefer a national ISP for travelling purposes; who still provides dial-up internet access up at the Lakes? |
